Signed by César Henri Guillaume de La Luzerne, these letters patent annul the acts and decrees issued by the Assembly of Saint-Marc, declare the said Assembly stripped of its powers, and all its members deprived of their status as deputies to the colonial assembly of Saint-Domingue.
